国連防災世界会議は、いよいよ明日が最終日。
しかし街中にはまだまだたくさんの声があふれています！
防災会議から愛をこめて、今回は第１２弾です！

 

東京エレクトロンホールで行われた「市民防災世界会議」の閉会式。
式では、合唱や講話などが行われた。
コメントを寄せてくれたのは、合唱に参加していた地元仙台の女声合唱団「こーる・ゆう」の４人。

右から渡辺（わたなべ）さん、宮頼（みやより）さん、花田（はなだ）さん、鈴木（すずき）さん。

「こーる・ゆう」には、震災で被災した人も多く参加しています。
自らも困難の中にありながら、チャリティー活動を展開。
歌で被災者を元気付ける活動を行ってきました。
その根底にあるのは、悲惨な状況にある人を「放っておけない・・・」との思いでした。

そんな彼女たちが書いたコメントは「お互いさまの気持ちで助け合っていきましょう」。
「『お互い様』の精神を、世界にもっと伝えていきたい」と語る彼女たちの目は、
少女のように輝いていました。

 

「震災の教訓を忘れず共同の取組みで安全・安心のまちに」

兵庫県庁の職員、北平高章（きたひら・たかあき）さんは、こう書きました。
担当業務は防災。会議の話を仕事の参考にしたいと、会議に参加しました。

兵庫も東北、震災で多くを失いました。
 「震災の経験や教訓を忘れず活かすことは、現代社会の課題です」
 北平さんは、一人一人が震災をもう一度見直すことの重要性を強調しました。

 

さわやかな笑顔が印象的なパブローさん（５３）は、コメントを頼むなり、
サッとペンを走らせました。
メキシコで、「人権」について教鞭を取る大学教授をしています。
記したのはスペイン語で

英語で言い直してもらい、やっと少し理解できました！

日本語に訳すと、こうです。

「人災を、世界からなくすことは可能である！！核エネルギーは不必要だ」

メキシコには、日本と同じように原発があります。
 「福島の原発は、災害の被害を大きくしました。人の手によって、被害が拡大することは、これ以上あってはならないと思っています」
母国について考えを巡らせ、説得力のある落ち着いた口調で語りました。
 

 

山形県出身、山形大３年の工藤吉貴（くどう・よしき）さんは、
深く考えながら、ゆっくりとペンを動かしました。

「特別でなんでもない人が、地道に、泥臭く取り組んでいくこと」

含蓄のある言葉です。

「市民防災世界会議に参加することで、自分にできることを考えたい」と
会議初日から連続４日間、山形から仙台に通ってきていました。
熱心さに頭が下がります。

「個人だけでは限界があります。だからこそ、立場、役割にとらわれず、
みんなで、できることを考えて、行動に移していきたい」

このイベントを通した学びを聞いたところ、
「障害者や、外国人の方が、災害時にも、頼れるような社会づくりをしておくこと。
それは自分たちの安全にも繋がると感じました」と噛みしめるように返してくれました。

僕たちも含め（？）、今後の若い力に期待です！！

東北学院大など全国の大学で構成される「大学間連携災害ボランティアネットワーク」の企画したパブリックフォーラム「復興に関わる学生ボランティアと大学の役割」が１７日、仙台市市民活動サポートセンターで開かれた。約１００人が参加し、講演や討論を通じて、災害時の学生ボランティアと彼らを支援する大学の役割を考えた。

 

The Inter-University Collaborative Disaster Volunteer Network, formed by universities all over the country including Tohoku Gakuin University, organized a public forum event named “The Role of Student Volunteers and Universities in Disaster Recovery” on 17^th March, at the Sendai City Civil Activity Support Center. Approximately 100 participants turned up and engaged in lively discussions, sharing ideas with regards to the roles of student volunteers and universities during disasters.

 

 　神戸学院大の清原桂子（きよはら・けいこ）教授は「震災復興と学生ボランティア」をテーマに講演。兵庫県職員として経験した阪神淡路大震災当時を振り返り、学生ボランティアの役割と課題について述べた。

 

Keiko Kiyohara from Kobe Gakuin University gave a lecture on “Student Volunteers and Disaster Recovery”. She looked back at her experience during the Hanshin Awaji Great Earthquake as a Hyogo Prefectural member, and talked about the role and challenges of student volunteers.

 

 

当時、災害ボランティアの７割以上が１０～２０代だったという。清原さんは「仮設住宅に住む人が迷わないように、１棟１棟動物の絵を描いて分かりやすくした学生がいました」と話し、若者らしい軟らかい思考が、被災者の悩みにうまく応えた事例を紹介した。

During the Hanshin Awaji Great Earthquake, more than 70% of the volunteers were in their 10s and 20s. “Some students drew a different animal for every temporary housing unit, so as to make it easy for people to recognize the housing units,” she explained, showing how young people can utilize their creativity to solve problems.

 

　学生たちは復興の過程でも大きく貢献した。一方で、自分でできることまでボランティアに任せてしまい、自立の遅れた被災者も出てしまった。清原さんは「ボランティアの引き際を考えるのは難しい」とい積み残した課題に言及した。

 

Students made huge contributions during the recovery process. However, there were people who became too reliant on the volunteers and struggled to become independent thereafter. “It is difficult to find the optimum time to withdraw the volunteers,” Kiyohara explained the challenges with volunteers.

　

　　講演に引き続き、二つの討論を実施。学生ボランティアと、彼らを支援する大学教官との討論では、東北学院大３年で、同大学災害ボランティアステーションスタッフの長島心一（ながしま・しんいち）さんが、「ボランティア活動で出会った人たちと友達のような関係になることができた。卒業後も何らかの形で被災地に関わっていきたい」と話し、地域の人々との人間味あふれる交流の大切さを強調した。

 

Two discussions ensued after the lecture. In the discussion between student volunteers and university professors who supported them, Shinichi Nagashima, a staff from the university volunteer station commented, “The people I met through the volunteer activities are now my friends. I hope to continue being engaged in this even after I graduate.” He emphasized on the importance of interaction between the volunteers and the local people.

 

　学生ボランティア４人による討論では、尚絅学院大１年の高橋佑瑞（たかはし・ゆうき）さんが「ボランティア活動から少し離れても、気軽に被災者のところに戻れるような関係になりたい。細く長く関わっていきたい」と語った。

 

The next discussion involved 4 student volunteers. Yuki Takahashi, 1^st Year at Shokei Gakuin University, said, “Even when I stop doing volunteer activities, I want to maintain the relationship with the people I met there. I hope this relationship will continue for a long time to come.”

仙台市青葉区の仙台市市民活動サポートセンターで17日、気仙沼市などで震災支援活動を展開するNPO法人「底上げ」のメンバーら、震災復興に携わる４人による活動報告会が行われた。底上げの活動に関わったボランティア経験者や地元経営者ら約２０人が聴講。長い復興を共に支えていく決意を確かめ合った。

 

On 17^th March, NPO Soko-Age, which engaged in a series of disaster relief support activities in Kesennuma city, held its Activity Report Presentation Session at the Sendai City Civil Activities Support Center, presented by 4 members who were involved in disaster recovery post 3-11. 20 people, including volunteers involved in Soko-Age’s activities and local entrepreneurs participated in the session. All the participants agreed to work together to realize long-term recovery for the region.

 

「底上げ」理事の成宮崇史（なるみや・たかふみ）さんは、気仙沼市で２０１１年８月から、地元の子どもたちの学習支援や地元産業の再興支援などに取り組んできた。１２年の９月には、学習支援を受けていた高校生の有志が「底上げYouth（そこあげ・ゆーす）」を結成。多くの観光客を呼び込むために自前の観光パンフレットを作るなど、若い世代が故郷に愛着を抱きつつある。

成宮さんは「気仙沼を離れた若者が故郷に帰ってくる土台をつくることが目標。われわれの取り組みが、若者が地元に帰ってくるきっかけの一つになればうれしい」と話した。

 

Takafumi Narumiya, director of NPO Soko-Age, has been involved in the recovery support of local industries and education of local children in Kesennuma since August 2011. In September 2012, high school student volunteers who took part in the education programs came together and created a group called Soko-Age Youth. They do a series of activities including creating tourism pamphlets in order to attract tourists to their hometown.

“We hope to attract young people who left Kesennuma for the city. To achieve this, it is our job to create opportunities and motivation for them to do so,” says director Narumiya.

高校時代に被災した気仙沼市を訪れて以来、月数回の被災地支援を続けている明治大１年の湯澤魁（ゆざわ・かい）さんは、当時から「底上げYouth」の高校生と交流。地元に愛着を持つ同世代の姿に刺激を受け、「今まであまり意識して来なかった自分の地元を見直すきっかけになった。これまでにできた人とのつながりを大切にしながら、東北と関わり続けたい」と話した。

 

After visiting Kesennuma for the first time in his high school days, Kai Yuzawa, 1^st Year at Meiji University, has been involved in relief support activities in the disaster area several times a month, and has been in touch with the high school students of Soko-Age Youth. Inspired by the hometown love of the young people of his age, Kai said, “I began to look at my hometown in a different way. I became determined to treasure my relationships and continue working with the people in Tohoku.”

 

気仙沼市の「ホテル望洋」社長・加藤英一（かとう・えいいち）さんは、震災直後の気仙沼市の惨状を体験を交えて報告。「震災で家を失い、ホテルも営業できなくなり、心が折れかけた。でも、こうして出会った若い人たちに勇気をもらい、やってこられた」と災禍の中で出会った縁に感謝した。

 

Eiichi Kato, president of Kesennuma Hotel Kanyo reported on both his experience and the disastrous state of Kesennuma after the disaster. “I lost my home, our hotel was heavily affected, and everything was going wrong. But the young people whom we met gave us the courage to push on,” he expressed his gratitude to the people who supported him through the difficult times.

 

気仙沼市で風車を活用した発電や観光事業を提案している千葉大准教授の佐藤建吉（さとう・けんきち）さん＝都市環境工学＝は、「これまでつながってきた気仙沼市にこそ建設し、復興の力になりたい」と私案を披露した。

 

Kenkichi Sato, associate professor at Chiba University (urban environment engineering) suggests wind-powered electricity generators and tourism to boost the Kesennuma’s economy. “I hope to contribute to the recovery of Kesennuma by doing what I do best.

年齢も出身地も、歩みもさまざまな登壇者４人。震災は幾多の人命と暮らしを奪った一方で、新たな縁を育んだ。それぞれが思い描く「これからの気仙沼」を披露しあった報告会は、 新たな未来を築くための、より強いつながりを結んだ。

 

4 speakers of different age and backgrounds. The disasters took away many lives but create new bonds. The speakers all spoke about their dreams of Kesennuma and forged strong relationships in commitment to create a better future for the region.
