大阪市に本部がある一般社団法人コミュニティ・４・チルドレンは、2012年4月から宮城県において福祉・防災学習を推進している。

災害はいつ起こるか分からない、日頃から自分ごととして災害に備えることが大切だ。

コミュニティ・４・チルドレンでは、福祉学習と防災学習の目的は同じと考え、困った時は助け合える地域づくりを目指して、様々な切り口から学びの場づくりに取り組む。「日頃から、自らの命と暮らしを大切にできる人を育ていきたい」と、福祉・防災学習コーディネータを務める菅原清香（すがわら・さやか）さんは話す。

震災後は、子どもたちは避難所の運営を手伝ったり、ボランティアセンターで活動を行ったりと、地域のために活躍する姿を多く目にした。平時から子どもも大人も一緒に地域づくりを進めていく必要性を強く感じたという。

2014年度は、震災直後の食生活に関するアンケートをもとに、福祉・防災学習のプログラムを生み出す取り組みを行ってきた。なかでも、乳幼児、食物アレルギーのある子どもや高齢者など災害時の要援護者の食事に焦点を当てている。

実践事例として、社会福祉協議会との連携のもと、柴田町では災害食のメニューを考え出すことのできるゲームを考案。角田市では「梅・豆・米」の地元食材を使った地産地消の災害時メニューのレシピを考案。宮城学院女子大学学生サークルと協力して開発した、災害時の栄養バランスを考慮したメニューなどが紹介された。

「10年後、今の子どもたちが、どういう大人に育ってほしいのかをイメージしながら、宮城で安心して暮らしていけるように福祉・防災学習を進めていきたい」と、代表理事の桒原英文（くわはら・ひでふみ）さんは、今後の抱負を語った。

３月１５日午後８時。国連防災世界会議の関連イベントの多くが終わる頃、仙台市市民活動サポートセンター３階の一角では、白熱した議論が続いていた。トークイベント「多様な人々が互いに尊重しながら暮らしていくには～多様な性の当事者たちと東日本大震災～」の会場だ。さまざまな人が集まり、セクシュアルマイノリティー（性的少数者）の問題を真剣に考えた。

 

8pm, 15 March. Amid the various events happening at the United Nations World Conference on Disaster Risk Reduction, there was another active discussion taking place on the 3^rd floor of the Sendai City Civil Activities Support Center. The topic was one “How to live together while respecting each other’s differences ~From the Experiences of LGBT During the Great East Japan Earthquake~”. A variety of people turned up for the event to share their opinions on the problems of sexual minorities.

 

主催は「レインボーアーカイブ東北」。多様な性の当事者の声を集め、発信し続けている。マイクを握っていたのは、団体メンバーで、ゲイの小浜耕治（こはま・こうじ）さんと、バイセクシャルの女性・MEME（めめ・匿名希望）さん。同性愛者や両性愛者、心と身体の性が一致しない人などの、東日本大震災の経験を伝えた。

 

The organizer was “Rainbow Archive Tohoku”. They mainly gather voices of these minorities and disseminate them to the public. The speakers were Koji Kohama, who is a gay in the organization and bisexual Meme (nickname). Homosexual, bisexual and transsexual participants shared their experience of the Great East Japan Earthquake.

 

多様な「性」を生きる人たちは、震災下でそれぞれの困難に直面した。身体と心の性の不一致から、避難所の「男湯」も「女湯」も利用できなかった人、 戸籍上のつながりがないため、同性のパートナーの生死すら知ることができなかった人…。

 

With a variety of gender identities, the issue becomes more complex when a disaster strikes. People who feel like a different gender from their physical bodies have problems entering common hot baths, as they had to choose a gender. Without being registered officially as couples, gay and lesbian couples were not allowed to acquire information from their partners.

 

東京の支援団体が避難所でのセクシュアルマイノリティへの配慮を求めたところ、「今は生きるか死ぬか。セクシュアリティーのことを言っている場合ではない」という反応もあったという。小浜さんは、こうした反応の背景に「セクシュアリティーは個人の問題で、自分で何とかするべきだという意識がある」と指摘。「社会の問題として、みんなの問題としてとらえてほしい」と力を込めた。

 

Some supporting organizations were trying to encourage people to spare a thought for sexual minorities at the evacuation centers but were given cold responses like, “This is a life or death situation. Who cares about sexualities now?” However, Kohama believes that “although sexuality is an individual problem and it should be settled within oneself, I hope that everyone can take it as a social problem too, and face it together.”

 

 

その後、ゲストである仙台市在住の漫画家・井上きみどり（いのうえ・きみどり）さんを交え、ひとりひとりの多様性が認められる社会に近づくためにはどうすればいいかを話し合った。

 

Thereafter, Kimidori Inoue, a manga artist in Sendai, spoke about what we could do in order to realize a more inclusive society that recognizes and respects diversity.

 

井上さんの「セクシャル・マイノリティとして言ってほしくない言葉はあるか」という質問には、MEMEさんが「言葉それ自体ではなく、そこに込められた気持ちが問題」と回答。「『ゲイ』や『レズビアン』という言葉でひとくくりにしたり、決めつけたりはしないでほしい。

 

Inoue asked, “Are there any phrases that we should avoid saying to the sexual minorities?” In response, Meme explained, “It is not so much the phrase that matters, but the meaning and nuance expressed by the person. We don’t want people to simply group us as gays or lesbians. It is not that simple.”

 

『LGBTの人って芸術のセンスがあるよね』とよく言われるけれど、私の図画工作の成績は『もう少しがんばりましょう』。一人一人のあり方を尊重して、ちがいに思いをめぐらせてもらえたら」。笑いを交えながら率直に話した。

 

“Some people simply assume that LGBT people have great aesthetic senses, but I was terrible at art and craft in school. We have to respect each individual as they are, and treat them as they should be treated.”

 

Amid fiery discussions at the talk event, where comment sheets were collected from the audience.

どうすれば、ひとりひとりの多様性が認められる社会に近づけるのか―。「人は気持ちで動く。気持ちが伝わらないと、自分のこととして考えてもらうことはできない。漫画で当事者の気持ちを伝えていくのが、私の仕事だと思っている」。井上さんは覚悟を語る。

 

What can we do realize a more inclusive society that respects and recognizes diversity? “People have to change their ways of thinking and actions. Nothing is going to change if we only think about ourselves. It is my job to look at how I can change people through manga. This is my job,” says Inoue.

 

「一人一人のちがいを受けいれ生かせる社会は、みんなにとって生きやすい社会。セクシュアリティ−の問題も、マイノリティだけの特別な問題ではない。まずは、問題がわかる存在である自分たちから、声を上げていきたい」。小浜さんは静かに結んだ。

 

“An inclusive society means a more livable society for everyone. The problem of sexuality is not just a problem for the minorities. We all have to first recognize the problem before we can deal with it,” summarizes Kohama.

事前取材に引き続き、トークセミナーも聴講させていただきました。一人ひとりを言葉で「一つ」に括ることはすごく簡単で、でもすごく乱暴なことなんですけれど、それを無意識に、気づかずにやってしまう。私も、誰でも。そんなことを考えました。（大高）

 

I sat through the interview and the talk seminar. It is easy to stereotype people, but we must realize it can be dangerous to do so sometimes, yet we do it unconsciously. Everyone does. This was what I learnt. -Otaka
